It is was used to hold candy or a small toy in a vending machine (similar to the plastic ones you still see in grocery stores today). It is marked "Hartwig & Vogel A. G. Automaten Abt." They founded the automatic vending machines in 1887. They were located in Dresden and during WWII they produced detonators. The factory was badly damage by the bombing and the company became VEB Tell after the war.

My dog managed to pop this and completely chew through it in a matter of 4 days. It was definitely cute and she loved the size of it but with her chewing all the way to the core we have to get rid of it. I thought it was a good material but I guess I was wrong.
