The words on the back are "Showa 6th Year (1931) 3rd Division Autumn Wargames Commemoration" and the name of the maker Noritake. The 3rd Division seems to like these very nicely decorated dishes and makes one every year for their annual wargames. Noritake is still in business today as a maker of premium dinnerware.
